With your budget, you’re not going to make it. The boat can, but you need food, medical care, etc. It’s not a good idea.

The best boat for a budget circumnavigation is an older (1970-80) Catalina 30 or similar. I prefer the Catalina 27, but it’s a tiller steered boat usually. I don’t trust the mechanical wheel systems you can find on them. The 30 came with wheel steering standard. It’s also small enough to not give you too much trouble in shallow waters. Go for the full keel rather than the shoal draft model.

You need to ensure that whatever boat you choose has a capsize rating of less than 2, 1.5 preferably. Make sure you have *good* sails, including storm sails. Don’t rely on reefing a standard mainsail for fould weather if you’re alone. You may even want to just set out a sea anchor and not fight anything.

You *need* an SSB radio, it is the only reliable communication method away from shore, short of sat phones which cost far too much for you in terms of service. Expect to pay at least $1500 for the radio, antenna, and tuning system.

You *need* emergency supplies for patching the hull, medical treatments, and emergency repairs. Most doctors have no problems prescribing limited amounts of drugs for circumnavigations and blue water sailors.

You *need* an EPIRB, although these are expensive, they’ll save your life.

You *do not need* a life raft. Carrying a life raft is actually dangerous for many people. The best advice I’ve ever been given regarding their proper usage is that the only time it is appropriate to get into a life raft is when it’s floating above deck level. Many people abandon ship unnecessarily. Don’t be afraid of water, you’re fucked either way, at least try to save the large, relatively safe vessel. If you can, get a survival suit, this will protect you from the elements, and help keep you afloat until your EPIRB summons help.
